Greater Dandenong Green Wedge

About the amendment

The City of Greater Dandenong has made changes within Council’s part of the South East Green Wedge in order to continue to implement the Greater Dandenong Green Wedge Management Plan (revised January 2017).

This amendment is known as Amendment C143.

The land affected by the amendment includes all land outside of the Urban Growth Boundary in the City of Greater Dandenong’s portion of the South East Green Wedge, which includes (click here to download the map (PDF - 1.46MB):

  • The main portion, extending roughly from Hutton/Perry/Glasscocks Road to Thompsons Road and bounded by the Mornington Peninsula Freeway to the west, and the Westernport Highway to the east. It includes parts of the suburbs of Keysborough, Bangholme and Lyndhurst.
  • The northern-most portion centred around Clarke Road between Westall, Springvale and Heatherton Roads in Springvale South.

What changes have been made?

The amendment:

  • Rezones the ‘Hutton Road North Precinct’ and the ‘Keys Road Precinct’ in Keysborough from the Green Wedge Zone to the Green Wedge A Zone.
  • Introduces a temporary Vegetation Protection Overlay over the Green Wedge, to protect larger native trees such as River Red Gums.
  • Updates Council’s Local Policy guidance and requirements regarding use and development proposals in the Green Wedge.

The amendment does not make any changes to the Urban Growth Boundary or the existing minimum land subdivision sizes.

Victorian Planning Panel Report

In October 2016, Amendment C143 was presented to Victorian Planning Panel. The Panel Chair and Member provided recommendations for minor changes to the exhibited documents and the final adoption of Amendment C143. These recommendations and final report can be viewed through the following link;

On 28 July 2017, Ministerial approval for the Amendment was received from the Department of Environment, Land, Water and Planning (DELWP) and the Amendment was gazetted on 10 August 2017.
