Disabled Parking Permits

If you or a family member has a permanent or temporary significant ambulatory disability that restricts mobility, you may be eligible to apply for a category 1 disabled parking permit. 

A disabled parking permit allows you to park in disabled parking bays throughout Victoria. The parking bays are generally larger in size to allow safe access in and out of your car.  They are often located near entrances to buildings and shopping centres for easy access and shorter walking distances.

How to apply for a disabled parking permit

Download and print the disabled parking permit form applicable to you. Organisations are eligible to hold more than one permit, pending council approval.

Once you have filled in the form return it in person to a customer service centre, post it to PO Box 200, Dandenong, VIC 3175, fax it to 8571 5196 or scan and email it to

Your application will be assessed and you will receive a response within five working days.

Disabled parking permits conditions

  • Permit holders must be residents of City of Greater Dandenong.

  • All disabled parking permit applications must be completed by a doctor.

  • The type of permit you will receive will depend on your disability.

  • A limit of one disabled parking permit per person applies.

  • Permits may not be copied, as only the issued permit is legally valid.

  • The issuing council may cancel a permit, if it is used contrary to the conditions of use.

  • Temporary disabled parking permits are only valid for a limited amount of time.

  • The City of Greater Dandenong does not issue green disabled parking permits, but other Councils do. Green disabled parking permits cannot be used in designated disabled parking bays and carry no fee exemption. They do however allow double the time in ordinary parking bays.

Using your disabled parking permit

  • Permits can be used in any vehicle that the holder of the disabled parking permit is travelling in.

  • A non-permit holder must not use the permit unless they are parking the vehicle to allow the permit holder to get in or out.

  • Permits must be fully displayed in the front windscreen (whether attached to the windscreen or the dashboard).

  • The permit expiry date and permit number must be clearly visible from outside the vehicle.

  • Copies of permits are not legally valid; only the one issued by Council.

  • Please note that whilst there are disabled parking bays available in the multideck carparks in Thomas Street and Walker Street, these are "limited access" parking bays only and fee is applicable.

Reporting lost, damaged or stolen cards

If your permit is lost, damaged or stolen, please complete a Statutory declaration - missing/stolen parking permit (Word - 261KB) and return form to Council's Customer Service Centre.

Change of details

If your details change, please complete a Disabled parking permit - change of details form (Word -257KB) and return form to Council's Customer Service Centre.

Permit holder passes away

If the permit holder passes away, please complete a Disabled parking permit - deceased person form (PDF - 149KB) and return form to Council's Customer Service Centre.
